HANOI, June 30 (Xinhua) -- General Secretary of the Communist Party of Vietnam Central Committee and Vietnamese President To Lam on Tuesday stressed that Vietnam seeks to attract foreign investment to promote intrinsic strength by enhancing the economy's technological capabilities, competitiveness and autonomy, the Vietnam News Agency reported.
Speaking at a national conference to study, disseminate and implement the resolution on developing the foreign-invested economic sector, Lam said Vietnam welcomes foreign investors to share technology, train human resources, support the development of domestic enterprises and help enhance the country's position in global value chains, the report said.
The Vietnamese leader called for the development of a stronger domestic industrial ecosystem and more substantive linkages between foreign-invested enterprises and Vietnamese businesses, enabling domestic private enterprises to participate, learn and move up the value chain, the report added.
Lam also stressed that state agencies should shift from a regulatory approach to one focused on facilitating development, modern governance and serving businesses, replacing input-based investment incentives with outcome-based support linked to investors' fulfillment of their commitments. Enditem
