On November 10, 2001, the Fourth Ministerial Conference of the World Trade Organization (WTO) was held in Doha, Qatar. It approved the legal documents for China's accession to the WTO.  China finally became a WTO member after 15 years of hard work.

China's accession to the WTO helped its commodities enter the international market, accelerated changes in government functions, and improved enterprises' technological and managerial levels.

Shi Guangsheng signed the WTO documents on behalf of China on November 11.
