Hu Jintao has been the only consecutively reappointed secretary-general

Since its first congress in 1921 to the fourth in 1925, the CPC National Congress did not have any secretary-general due to small number of delegates who represented around 1,000 CPC members.

From April to May of 1927, the fifth National Congress was held in Hankou (in Hubei Province). Eighty delegates attended, representing 57,967 CPC members. For the first time, members and Standing Committee members of the Political Bureau and the general secretary of the CPC Central Committee were elected. It was also the first time that a secretary-general was elected to handle the congress-related work. Cai Hesen took the position. Since then, the Party members who have ever taken this position are all important figures with senior titles at the level of Standing Committee member of the Political Bureau.

As the general manager of the national congress, the position of secretary-general is usually taken by a person who is familiar with the Party's work and has high political position. For example, when Zeng Qinghong took the role as the secretary-general of the 17th national congress, he had been a member of the Standing Committee of the CPC Political Bureau for five years, and had worked for many years in such senior positions as the head of the General Office of the CPC Central Committee, secretary of the secretariat, and Minister of Organization Department, CPC Central Committee.

Earlier, at the 15th and the 16th national congresses, the secretary-general was Hu Jintao, who had been a member of the Standing Committee of the CPC Political Bureau since 1992. He is the only person who held the position consecutively for two congresses. Previously, Zhou Enlai was the only leader who had held the position twice – once at the 6th national congress in 1928 and the other at the 9th national congress in 1969, with 41 years in between.
