The 18th National Congress of the Communist Party of China has drawn attention from the world. From the international media's concerns and expectations, we found that "reform and opening up" and "scientific outlook on development" have become the most eye-catching keywords.

China's relations with the world have had a historic change. China's development is inseparable from the world, meanwhile it also promotes the common prosperity of the world. With the deepening of integration and cooperation, the world has more and more accurate understanding of China's development.

The Reform and Opening up injected powerful motivator into China's development and pushed it to the center of the international stage. China has been exploring the way of development during the process, creating one after another new ideas. These new ideas have also laid an important foundation for the world to analyze the changes in China and understand its future direction.

When the concept of " Scientific Outlook on Development" was first put forth, it immediately aroused great concern of the international community. The world had a gradual understanding of the new concept. Initially, the media and scholars of some countries interpreted it according to their own understanding. As they could not find some exact words to describe it, they only translated it literally into "development of science and technology," "scientific and technological development" and so on. Some media outlets added notes such as "being people-oriented" to help foreigners to understand it.

Gradually, the translation became standard and notes were eliminated. Even though the translation is somewhat "Chinglish," foreign people have understood that it is the concept of development created in the practice of reform and opening up.

For China experts worldwide and a growing number of people who are interested in China, the “Scientific Outlook on Development,” “Reform and Opening-up,” “Three Represents,” “Two Sessions,” and other terms with Chinese political complexion have become the keywords for interpreting modern China. The continued emergence of new terms shows that Chinese politics are advancing with the times, and enjoy great vitality.

The Scientific Outlook on Development is increasingly gaining understanding and respect on the international stage. A professor of international relations at the University of the Witwatersrand in South Africa said that the Scientific Outlook on Development is an important innovation in socialism with Chinese characteristics, and a response to China’s practical problems. The people-oriented scientific outlook can stimulate their desire to promote economic growth, and represents a new development model of great reference value to the world. A China correspondent from Japan’s Kyodo News Agency said that the Scientific Outlook on Development has guided the development of modern China, and brought significant changes to the country.

The world is paying close attention to the 18th CPC National Congress partly because it is curious to know how China will continue to deepen reform and opening-up and to develop in a scientific manner.

The 18th CPC National Congress will be an important milestone for the great rejuvenation of the Chinese nation.
