Safety should be the first priority in China's city development and management, according to a statement on Tuesday following the two-day Central Urban Work Conference.

Safety awareness should permeate every aspect of urban work, the statement said.

Recent fatal accidents have sounded the alarm for city managers.

A landslide hit an industrial park in Shenzhen on Sunday after the collapse of a huge pile of construction waste from a hill, killing one and leaving 76 people missing.

On Aug. 12, twin blasts rocked a warehouse storing hazardous chemicals and nearby residential buildings at Tianjin Port. The blast claimed 173 lives, including 104 firefighters.
