CCTV:

We have noticed that the procedure of the 6th plenary session of the 18th CCDI was altered for the first time, inviting President Xi Jinping to be the first keynote speaker. However, during the previous meetings, the first speaker has always been the General Secretary of the CCDI and Xi often spoke at the conclusion. Does the change reveal any valuable information?

Wu Yuliang:

The adjustment of the agenda, which invited President Xi to deliver an opening speech ahead of the report made by the CCDI's General Secretary Wang Qishan, was a deliberate move by the Standing Committee of the CCDI, and it was approved by the Party's Central Committee. According to the Party Constitution, the Central Commission for Discipline Inspection carries out work under the leadership of the CPC's Central Committee, and the local commissions for discipline inspection at all levels are led by both the equal level Party committees and commissions for discipline inspectionat a higher level . The keynote speech delivered by President Xi at the beginning of the meeting has been instrumental in allowing us to better understand the guidelines of the CPC's Central Committee and complying with its requirements to set an agenda for our work throughout the year. The adjustment, seemingly a mere change of procedure, actually reflects the political consensus reached between the CCDI and the Central Committee of the CPC. Given the feedback of the Plenum, a consensus after thorough study and discussion has been reached for a much clearer prospect of the future. Therefore, the Plenum is proved to be a fruitful one.Thank you.
