Army Sees Leadership Changes
Four members of the newly elected Central Military Commission of the Communist Party of China (CPC) at the CPC's 16th National Congress have been appointed to new positions in the General Headquarters of the Chinese People's Liberation Army (PLA), the website of People's Daily reported yesterday.

Liang Guanglie, former head of the Nanjing military region, will head the Department of General Staff.

Xu Caihou, former executive deputy director of the General Political Department, has been promoted to lead this department. Liao Xilong, former head of the Chengdu military region, will be leader of the General Logistics Department.

The fourth promotion is that of Li Jinai, former commissar of the General Armaments Department, who has been promoted to head this department.

At the Party congress, Jiang Zemin was re-elected as the chairman of the commission. The three vice-chairmen are Hu Jintao, Guo Boxiong and Cao Gangchuan.

Guo is the former executive deputy director of the Department of General Staff, while Cao is the former head of the General Armaments Department.

The four departments of the General Headquarters of the PLA held their respective meetings recently to study and implement the document of the 16th CPC National Congress.

The four top officers reiterated that the Party enjoys "absolute leadership" over the army. The army should follow the commands of the Party Central Committee and the Central Military Commission "at all times" and "under any conditions," reported People's Daily.
