China to Establish "Auditing Expert System"

China will gradually establish an auditing expert system to better cater for the needs of audit work under new situation, says Linghu An, deputy auditor-general of the State Auditing Administration.

 

The State Auditing Administration will take five years to foster 50 veteran auditing experts, 100 auditing experts and 500 auditing master hands.

 

There are about 3,686 auditing organs of all levels in China with 77,934 employees. More than 80 percent of them possess junior college degrees or above. The team building in auditing organs has stepped into the track of standardized development. But there is an obvious flaw in the team building.

 

The team building is imbalanced from region to region. The weak financial capacity of the middle and west regions has restricted development of the audit talents. If compared with their counterparts at the provincial level, the auditing organs at county level has not impose a strict entry standards; their structure is not appropriate; the employees are not insufficient; but the leaders are excessive.

 

Quality of some auditing personnel is not able to satisfy the need of auditing work. The proportion of personnel who have modern management knowledge and professional knowledge are still small. The auditing organs are in badly need of high level, inter-disciplinary talents.

 

In a talent-fostering plan the State Auditing Administration has made it definite to forge three high-quality teams, ie, team of audit leaders, of professionals and of managements.
