Minister of the National Development and Reform Commission, Ma Kai, says China's economy is still growing in an extensive way, featuring high investment, high energy-consumption and low efficiency.

Energy shortage and employment pressure are two problems hindering China's current development.

The minister adds at present, it is still necessary for China to develop labor-intensive businesses.
