The number of criminal suspects who flee the country with huge amounts of money embezzled from their workplaces continues to rise. In response to the alarming trend, the Central Committee of the Taiwan Democratic Self-government League proposed establishing a system that requires close relatives of Party and government leaders as well as senior managers of state-owned enterprises to report plans to study or live abroad. The committee believes that such a system would help to curb corruption at its source.

The Central Commission for Discipline Inspection (CCDI) of the CPC Central Committee has examined the proposal and found it to be comprehensive and practical with a clear goal. With approval from the Ministry of Supervision, the CCDI implemented the system on a trial basis in selected regions and state-owned enterprises starting from July 2004.
