CPC diplomacy dossier: March 2006

1 to 4      A German delegation headed by Achim Post, Director of the Department of International Policy of the Social Democratic Party (SDP) visited China. The delegation had been invited by the International Department of the Central Committee of the CPC. During the visit, the delegation met with He Yong, member of the Secretariat of the Central Committee of the CPC.

 

1 to 13           A CPC delegation led by Wang Jiarui, Minister of the International Department of the Central Committee of the CPC, visited Lebanon, Yemen and Saudi Arabia. Invitations had been extended by the Progressive Socialist Party of Lebanon (LPSP), the General People's Congress of Yemen and the Consultative Council of Saudi Arabia. In Lebanon, the delegation met with President Emile Lahoud, Prime Minister Fouad Siniora, and with LPSP Vice President Doureid Mohamad Yaghi. In Yemen, Wang exchanged views with Ali Abdullah Saleh, Yemeni President and President of the Yemeni General People's Congress, and with Abdul-Kader Bajammal, Yemeni Prime Minister. In Saudi Arabia, Wang met with the Speaker of the Saudi Arabian Consultative Council, Saleh bin Abdullah bin Hamid.

 

11 to 19          Chen Fengxiang, Vice Minister of the International Department of the Central Committee of the CPC, led a delegation to Mexico. Chen represented the CPC at the 10th international seminar themed on "Parties and New Society" at the invitation of the Labor Party of Mexico. The delegation also visited Peru and Colombia. In Peru, the delegation was welcomed by Acting President, David Waisman. In Colombia, Chen's delegation met with Claudia Blum de Barberi, President of the Colombian Senate and Chairman of National Congress, and with Colombian Vice President, Francisco Santos. In Mexico, the delegation held a bilateral meeting with Labor Party Chief, Alberto Anaya Gutiérrez. 

 

11 to 25          A delegation from the Zimbabwean African National Union - Patriotic Front (ZANU-PF) headed by Absolom Sikhosana Politburo Secretary for Youth Affairs, visited China as guests of the CPC.

 

13 to 19         A delegation from the Romanian National Liberal Party (NLP) led by Teodor Melescanu, NLP Vice Chairman and Vice Chairman of the Romanian Senate visited Beijing at the invitation of the CPC. The delegation met with Li Changchun, member of the Standing Committee of the Political Bureau of the CPC Central Committee. Li said that China and Romania enjoyed a time-honored friendship and China is willing to work with Romania to push forward the stable and healthy development of bilateral ties. The CPC will enhance exchanges and cooperation with the NLP in order to foster good dynamic bilateral relations.

 

18 to 28         A good-will study group from the Workers' Party of Korea (WPK) visited China. Led by Chang Song Taek, the First Vice Director of the WPK Central Committee's department in charge of mass organization and construction of the capital city, the delegation was here at the invitation of the CPC. The delegation met with Liu Qi, Zhang Dejiang, and Yu Zhengsheng, members of the Political Bureau of the Central Committee of the CPC.

 

19 to 21         Vice Chairman of the Russian State Duma, Vyacheslav Volodin accompanied President Vladimir Putin to commemorate the "Year of Russia in China". Volodin met with He Yong, member of the Secretariat of the Central Committee of the CPC. During his visit, Volodin also exchanged views with Xu Jialu, Vice Chairman of the Standing Committee of the National People's Congress. Volodin was here at the invitation of the International Department of the Central Committee of the CPC.

 

19 to 25         A CPC delegation visited Belgium to pay a friendly visit to the Party of European Socialists (PES). The delegation, led by Zhang Zhijun, Vice Minister of the International Department of the Central Committee of the CPC, made the visit at the invitation of PES President, Poul Nyrup Rasmussen. The delegation also visited the UK.

 

20 to 24         Jia Qinglin, Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) paid a visit to Vietnam. Jia was there at the invitation of the Central Committee of the Communist Party of Vietnam (CPV) and the Central Committee of the Vietnam Fatherland Front. Jia, also member of the Standing Committee of the Political Bureau of the Central Committee of the CPC, held bilateral meetings with several Vietnamese leaders including Nong Duc Manh, General Secretary of the Central Committee of the CPV, Tran Duc Luong, Vietnamese President, and Phan Van Khai, Vietnamese Prime Minister. Jia also had discussions with Phan Dien, Member of the Political Bureau of the Central Committee of the CPV and Permanent Secretary of the Committee, and with Pham The Duyet, Chairman of the Vietnam Fatherland Front. Jia said that the CPC and the Chinese government hope to work with the CPV and the Vietnamese government to build strategic bilateral and party-to-party relations based on a long-term perspective. Jia made a number of proposals for strengthening the friendly and cooperative relations between China and Vietnam in a number of areas including: maintaining exchanges of high-ranking delegations, strengthening economic and trade ties, furthering joint long term interests, strengthening cooperation and exchanges, and boosting cooperation between the CPPCC and the Vietnam Fatherland Front.

 

21                  Chinese President Hu Jintao congratulated Choummaly Sayasone on his election as the new Secretary General of the Lao People's Revolutionary Party (LPRP).

 

21 to 28         A study group from the Palestinian People's Party visited China. Headed by Bassam Al-Salhi, the delegation met with Ismail Amat, Vice Chairman of the Standing Committee of the National People's Congress. The delegation was in Beijing at the invitation of the International Department of the Central Committee of the CPC.

 

21 to 28         A Mongolian parliamentary study group led by Budee Munkhtuya, Vice Chairman of the Democratic Party and of the State Great Hural, visited China. The group was there at the invitation of the International Department of the Central Committee of the CPC.

 

22 to 29         A delegation from the Malta Labor Party (MLP) paid a visit to China at the invitation of the CPC. Headed by Alfred Sant, the Leader of the MLP, the delegation had a meeting with Wu Guanzheng, member of the Standing Committee of the Political Bureau of the CPC Central Committee. Wu said that both the CPC and the MLP play a vital role in bilateral ties and expressed the hope that the two parties could strengthen dialogue and cooperation in order to further enhance mutual understanding and trust.

 

23 to 26         Li Qinglin, left for Paris to represent the CPC at the 33rd National Congress of the Communist Party of France (CPF). Li who is Deputy Secretary of the Henan Provincial Committee of the CPC, was there at the invitation of the CPF.

 

24 March to April 1  Jose Antonio Cafiero, President of the Permanent Conference of Latin American and Caribbean Political Parties was in China at the invitation of the International Department of the Central Committee of the CPC. He met with Luo Gan, member of the Standing Committee of the Political Bureau of the CPC Central Committee. During the meeting, Luo said that the CPC would cooperate with the Permanent Conference and its members to promote mutual relations in a comprehensive way. The cooperation would be based on principles of independence, equality, mutual-respect and non-interference in domestic affairs.

 

26 March to April 5         A joint delegation of Liberian political parties visited China. The delegation had been invited by the International Department of the Central Committee of the CPC. Headed by Charles Clarke, National Chairman of the Unity Party of Liberia, the delegation met with Gu Xiulian, Vice Chairwoman of the Standing Committee of China's National People's Congress.

 

27 March to April 3              A delegation from the Pakistan Muslim League (PML) visited China. The delegation was led by Mushahid Hussain Sayed, Secretary General of the PML. Wang Zhaoguo, member of the Political Bureau of the Central Committee of the CPC met with the delegation, which was here at the invitation of the International Department of the Central Committee of the CPC.

 

27 March to April 4              A delegation from the Communist Party of India (CPI) visited China. Led by Secretary of the National Council, Amit Kaul, the delegation was in China at the invitation of the International Department of the Central Committee of the CPC.

 

28 March to April 3              A delegation from the Democratic Revolutionary Party (DRP) of Panama visited China. Headed by DRP President Hugo Giraud, the delegation was in Beijing at the invitation of the CPC. During the visit, Wu Guanzheng, member of the Standing Committee of the Political Bureau of the Central Committee of the CPC met with the delegation. Wu said that China attaches great importance to developing relations with Panama and is ready to establish normal relations with Panama based on principles of peaceful coexistence. Wu stressed that the CPC highly values its friendship with the DRP and hopes to further enhance cooperation and exchanges with the DRP, based on principles of independence, equality, mutual-respect and non-interference in domestic affairs, with the aim of increased understanding and mutual trust.

 

29 March to April 4   A.M. Fatwa, Vice Chairman of the People's Consultative Assembly of Indonesia visited China. He met with Wang Zhaoguo, member of the Political Bureau of the Central Committee of the CPC and Vice Chairman of the Standing Committee of China's National People's Congress, and with Wang Zhongyu, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC). Fatwa was visiting China at the invitation of the International Department of the Central Committee of the CPC.
