Qinghai has established and approved over 100 joint ventures and has trade relationship with over 50 countries and regions. Following are projects to be developed with either foreign or domestic funds:

1. Farming, forestry, animal husbandry, fishing and other related industries

(1) Developing wasteland and barren mountains and upgrading medium- and low-yielding cultivated land and forest.

(2) Development of fine and high-yielding species of grain, oilseed, fruit tree, flowers and herding grass.

(3) Construction and operation of water conservancy projects.

(4) Forestation and introduction of fine tree species.

(5) Breeding of fine-species stud stock, breeding fowl and water products (excluding the species unique to Qinghai).

(6) Feed, additives and feed protein.

(7) High-concentration chemical fertilizer.

(8) Agricultural machinery and accessories.

(9) Processing of livestock products.

(10) Processing of local specialties.

2. Energy industry

(1) Coal mining and development.

(2) Oil and gas risky exploitation.

(3) Intensive processing of oil and gas.

(4) Comprehensive utilization of waste gas, slag and liquid waste.

(5) Construction and operation of oil and gas pipelines and oil depot.

(6) Construction and operation of thermal power plants.

(7) Construction and operation of hydropower stations.

(8) Construction and operation of new-energy power stations.

3. Transportation

(1) Construction and operation of local railways, bridges and tunnels.

(2) Construction and operation of expressways.

(3) Design and production of expressway machinery.

(4) Design and production of facilities for highways, bridges and tunnels.

(5) Construction and operation of urban subways and light rails.

(6) Construction and operation of civil airports.

4. Raw material industry

(1) Sponge iron.

(2) Powder metallurgy.

(3) Hot- and cold-rolling steel sheet.

(4) Cold-rolling silicon steel, galvanized sheet, tinned sheet and stainless steel sheet.

(5) Bearing steel tube, oil steel tube, stainless steel tube and pressure-boiler tube.

(6) Exploitation of copper, lead, and zinc (no wholly foreign-funded operation allowed).

(7) High purity magnesite (no wholly foreign-funded operation allowed).

(8) Non-ferrous composite and new alloy.

(9) Monocrystalline silicon and polycrystalline silicon.

(10) Rigid alloy, stannide and stibnide.

(11) Rare earth application.

(12) Metallurgy of copper, aluminum, antimony, magnesium and electrolytic aluminum.

(13) Potassium chloride, sulphate chloride, alkali, sodium, sulphur alkali, sodium lithium and sodium strontium.

(14) Chemical products of oil and gas, including epoxy propane, carbamide, and methanol.

(15) Western medicine, Tibetan medicine, biochemical medicine, health tonics, vitamins, anti-biotic, and pain-relieving medicine.

(16) Expansion of cement plant and asbestos mine, asbestos products, downstream gypsum, processed stones and decoration materials.

5. Electromechanical and light textile industries

(1) Digital machine tool and spare parts manufacturing.

(2) Engineering machinery.

(3) Crankshaft and needle bearing.

(4) Key auto parts and components.

(5) Wool spinning, clothes, leather and fur, carpet, green food and daily-use chemical products.

(6) Salt and plastic raw materials.

(7) Aluminum processing, synthetic detergent, plastics, packaging materials and decorative textiles.

6. Food industry

(1) New technology and equipment for storage and fresh-keeping of vegetable, fruit, meat and aquatic products.

(2) Candies.

(3) Downstream processing of starch.

(4) Downstream processing of dairy products.

(5) Downstream cereal processing.

(6) Production of ethnic food.

(7) Fruit drinks, juice and mineral water.

(8) Nutriment and health food.

7. Others

(1) Land development and real estate management.

(2) Finance industry as a trial issue.

(3) Establishment of processing, packaging, storage and transport enterprises.

(4) Industries of catering, service, advertisement, consulting, information, tourism and cultural entertainment.

(5) Other projects in conformity with the “Interim Regulations Orientating Foreign Investment” and “Reference of Industries Invested by Foreigners.”
