China and SCO

The Shanghai Cooperation Organization ("SCO") formed in 2001 by the six countries of China, Russia, Kazakhstan, Kyrgyzstan, Tadzhikistan and Uzbekistan has made steady progress. In May 2003, at the SCO Summit in Moscow, President Hu Jintao, together with the heads of the other five countries, signed and approved a Declaration of the Heads of the States Participating in the Shanghai Cooperation Organization and nine law documents on standardizing SCO organizational set-up and operation of the permanent institution. In September, Premier Wen Jiabao of the State Council of China conferred with the prime ministers with other five countries and signed and approved a series of documents of Compendium for Multilateral Economic and Trade Cooperation of SCO Members. On January 15, 2004, the SCO Secretariat was formally started in Beijing and the SCO Anti-terrorism Unit was formally started in Tashkent, capital of Uzbekistan.
