Nearly 400 Proposals Submitted to Impending CPPCC Session
A total of 383 proposals have been submitted to the First Session of the 10th National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top advisory body, by 5:00 p.m. Sunday, officials in charge of the session's preparatory work said.

"On Sunday alone, the CPPCC members have put forward 176 proposals, in a display of their still greater enthusiasm about serving as the government's think tank and playing a constructive role in the government's decision-making process," one official said.

As usual, the CPPCC National Committee session has formed a special panel for accepting, examining and handling all proposals. After passing the examination, the proposals would be sorted out by categories and stored in computer databanks, a panel worker said.

The proposals will then be transferred to relevant government departments, which will be held responsible for answering complaints, resolving problems and adopting good suggestions.

Earlier on Sunday, a spokesman for the CPPCC session had told a press conference in Beijing that the proposals so far received showed that the CPPCC National Committee members were concerned most about 10 major issues.

These issues include the implementation of a pro-active fiscal policy, employment and social security, the reform of State-owned assets management system, problems with regard to agriculture, rural areas and farmers, the reform of fiscal and financial systems, social credit or trustworthiness, the development of non-public economies and protection of private properties, judicial fairness, social distribution, and educational reform.
