The Dubai-based al-Arabiya television on Thursday aired an audio tape purportedly from al-Qaeda leader Osama bin Laden.

The voice on the tape offered peace with European nations if they stop aggression towards Muslims, but said there will be no truce with the United States.

"I present a reconciliation initiative ... and we are committed to stopping operations against all (European) countries if they commit to not being aggressive towards Muslims," said the voice.

The chain rail blasts in Madrid on March 11 were "goods" for Spain's collaboration with the United States in Iraq, Afghanistan and the Palestinian territories.

"What happened on September 11 (2001) and March 11 (2004) are your goods returned to you so that you know security is a necessity for all," it said.

The Madrid bombings claimed about 200 lives and wounded more than 1,500 others. Terrorists linked to al-Qaeda have claimed responsibility for the attack.

The voice on the tape also vowed revenge for Israel's assassination of Hamas spiritual leader Sheikh Ahmed Yassin, who was killed in the Gaza Strip in an Israeli missile attack on March22.

Although it was not immediately clear whether the voice was truly from bin Laden, the CIA has said some previous tapes purportedly from bin Laden were likely to be genuine.
