11 Software Bases Set up

To create a favorable regional environment to develop the software industry, maximize the benefits of software companies working in close proximity, China has initially formed the "one belt many points" strategy of a coastal software industrial belt, a national software industrial base, a software export base and the mainland software industrial core region.

According to officials of the Ministry of Information Industry, at present, China has 11 national software industrial bases in Beijing, Shanghai, Dalian, Xi'an, Jinan, Hangzhou, Guangzhou, Changsha, Nanjing and Zhuhai; the six software export bases of Beijing, Shanghai, Dalian, Shenzhen, Tianjin and Xi'an are also daily gaining in prominence; initially forming a belt starting in the north at Dalian and reaching Guangzhou, Shenzhen and Zhuhai in the south, with the middle connecting Jinan, Beijing, Tianjin and coastal software industrial belt cities of Shanghai, Nanjing and Hangzhou, not to mention important districts using inland software capital cities like Xi'an, Chengdu and Changsha.

The national software industrial base and national software export base act as centers to radiate its surroundings and bring about the initial formation of a nationwide software industry developmental situation.

Statistics show that by 2004, the national software industrial base and software export base register total software revenues and export volume that account for more than 70% of the nation's overall figures. More than 80% of the top software companies located in the national software hot spots are situated in or moving to the national software export base.
