Goal Set for China's Civil Spaceflight for Next 10 Years
As learned from China National Administration of Spaceflight it has put forward in an explicit way the development goal and stress of work for civil spaceflight for the coming 10 years.

The goal mainly includes: to form a public platform for satellites and two types of new-generation carrier rocket; to build an integrated system of heaven and earth for a comprehensive application of satellites; to implement the plan for space science, deep-space exploration and manned-spaceflight; to realize the first-phase goal of the project for "Chang'e Lunar Exploration"; to fulfill the transformation from the "application type" of civil spaceflight to the "type of business service" and to realize an overall and harmonized development of the cause of spaceflight.

To realize the aforesaid goal, China National Administration of Spaceflight has defined the following four stresses of work:

1) To deepen the demonstration, kick off the breakthrough of the key technologies for the exploration of the moon and thus to push ahead the earliest possible filing of the project for "Chang'e Lunar Exploration". In line with the basic principle of uniformed planning, long and short term combination, making gradual progress for sustainable development the implementation of the "Chang'e Project" will be carried out in three steps of "rounding", "landing" on and "returning" from the moon.

2) To work out the 11th Five-year Plan for China's Spaceflight Project, and start to work on the construction of the service system for civil spaceflight based on the framework of celestial infrastructure. The celestial infrastructure facility includes: to establish a long and stable operation system of satellite observation over and above the earth and satellite broadcasting and communication system, and up to the mid-term of the 11th Five-year Plan to fulfill the research and manufacture of a new generation of carrier-rocket.

3) To improve further the policy and regulation system for civil spaceflight, to make legalized the administration over the activities for civil spaceflight, to set up a competitive, evaluation, supervision and motivation mechanism so as to vitalize the vigor and vitality of the civil spaceflight, making it to achieve a healthy, orderly and coordinated development.

4) To persist in the combination of self-reliance with the opening-up to the outside world, to strengthen the international cooperation for outer spaceflight among governments in order to set up a very good environment in international cooperation for the spaceflight industry in China.
