On September 16, 1987, 46 nations signed The Montreal Protocol on Substances that Deplete the Ozone Layer and began to take actions to protect the ozone layer.

The United Nations established this anniversary on 19 December 1994, with the purpose of raising people's awareness of ozone layer protection and thereby encouraging them to take corresponding actions to protect the global environment and human health.

Theme for 2010: "Ozone layer protection: governance and compliance at their best."
