Chapter 7 Publicity and education and community involvement on addressing climate change

Article 89 (General Requirements) The nation shall bring climate change and climate change addressing into the national education system. The State Council and local people's governments at all levels shall bring education and training on addressing climate change into long-term planning of the central and local environmental education, and allocate special funds for protection. People's government at or above the county level shall strengthen education on addressing climate change to the whole society, especially the youth, popularize the scientific knowledge of environment protection and acts and regulations on addressing climate change, improve the universal quality of the science of climate change, strengthen the self-consciousness of economical use of resources and protection the environment and climate.

Article 90 (Publicity Measures) The nation shall give full play to the roles of newspapers, radios, televisions, magazines, Internet, mobile phones and other media to strengthen publicity and education on addressing climate change, energy conservation and low-carbon development in and abroad.

The nation shall encourage mass media to create, and playback programs and public service advertisings related to climate change, energy conservation, and low-carbon development.

Article 91 (Foreign publicity) The publicity department of The State Council shall publish White Paper each year in Chinese, English, German, Russian, Spanish, French and other languages ​​on addressing climate change to clarify our policies and action plans on addressing climate change, and display Chinese climate change addressing measures and the effectiveness to obtain broad understanding, recognition and support at home and abroad.

Article 92 (School Education) The nation shall bring climate change, energy saving, low-carbon development and other aspects of knowledge into the quality education in primary and secondary schools. The nation shall bring climate change, energy conservation, low carbon development and other aspects of technology and management courses into higher education, vocational education and training system, strength education and scientific research bases construction, and actively train professionals in climate change field. Education administrative departments shall organize educational institutions to compile high-quality teaching materials, reading books on climate change and other comprehensive environmental education materials about climate change.

Article 93 (Continuing Education) The nation shall bring technology and management training and education of climate change, energy conservation, low carbon development and other aspects into the continuing technology and management training system, strengthen the climate change knowledge training to serving staff, especially the leading cadres to effectively improve the level of scientific management and climate change awareness of the serving staff. Continuing technology and management training forms include the training course, collective learning, lectures and presentations.

Article 94 (Social Participation) The nation shall promote thrift and frugality, low-carbon development, and advocate green and low-carbon lifestyle and consumption patterns which are healthy and civilized, creating a good social environment for addressing climate change. The nation shall extensively mobilize the whole country, give full play to the initiatives of non-governmental organizations, communities and citizens, and use various channels and measures to guide the whole society to participate in actions of addressing climate change. The people's governments at all levels shall encourage consumers to buy and use products which are energy saving, waste recycling and made of renewable energy production through advocacy, education, taxation and other measures.
