Chapter 8 International Cooperation on Addressing Climate Change

Article 95 (Principle of International Cooperation) China shall uphold the principle of international cooperation and UN-led international negotiations on addressing climate change, and carry out energy conservation and emission reduction through international cooperation, consultation and coordination to jointly reduce greenhouse gas emissions.

China shall actively carry out multi-tiered and various forms of international cooperation like cooperation among governments or parliaments strengthen multilateral exchanges and consultations, increase mutual trust, and expand consensus. China actively participates in international conferences and international negotiations for climate change, promotes the comprehensive, effective and sustained implementation of the Climate Change Convention and its protocols.

Article 96 (Principle of Common but Differentiated Responsibilities) China shall uphold the principle of common but differentiated responsibilities when addressing climate change. China actively fulfill their international commitments to combat climate change action in the context of sustainable development. China shall uphold the principle of differentiated responsibilities to address climate change, and developed countries shall, on the one hand, take the lead in reducing emissions substantially, and provide financial support and transfer technologies for developing countries.

China actively participates in international conferences and negotiations for climate change, promote the comprehensive, effective and sustained implementation of the Climate Change Convention and its protocols.

Article 97 (International Dialogue and Cooperation) China shall establish dialogue and cooperation mechanism on climate change actively with foreign governments, relevant international organizations and institutions, with climate change as the focus of bilateral and multilateral cooperation.

China shall actively sponsor and participate in international seminars, forums, exhibitions and other activities of climate change, energy saving and environmental protection and other fields, strengthen the international exchange of experiences of low-carbon development. China shall strengthen communication and exchanges, resource sharing and practical cooperation with relevant international organizations and institutions, cooperatively conduct climate change research and dialogue, education and training, technology demonstration projects and low-carbon development pilot of city and community.

Article 98 (International Financial and Technical Assistance) China actively engages in international negotiations to actively seek financial and technical assistance from foreign governments, international organizations or international funds. China actively participates in international cooperation programs and actively negotiates international technical exchange and transfer on climate change to improve our ability of science and technology innovation on addressing climate change.

Article 99 (international transaction security) Chinese government supports and encourages Chinese enterprises to participate in the international Clean Development Mechanism on a voluntary and equal basis through domestic regional trading platform. Chinese enterprises participating in the international Clean Development Mechanism, shall apply for permission through regional transaction platform to the National Development and Reform Committee, and accept guidance and supervision management.

Article 100 (International Communication Report) China shall strengthen international cooperation on addressing climate change. Department of Foreign Affairs of the State Council shall be responsible for informing the international community of our greenhouse gas emissions condition, the impacts of climate change and our climate change addressing policies, acts and measures, representing Chinese government.

Article 101 (International Sanction) China opposes that other countries and regions implement any form of trade protection measures by the name of addressing climate change, or take unilateral carbon tax or similar taxes to the Chinese airliners and ships entering or transiting. When other countries and international organizations implement any form of trade protection measures by the name of addressing climate change, or take unilateral carbon tax or similar taxes to the Chinese airliners and ships entering or transiting, Chinese government shall take counter-measures based on actual situation.
