国内外政策制定者与可持续发展及绿色照明领域的专家于6月24日聚首北京,探讨:替换灯泡这样看似很小的努力如何帮助有效减缓气候变化带来的挑战。 International and domestic policy makers and experts in the field of sustainability and green lighting gathered in Beijing on June 24 to explore a hot topic: climate change, and how merely changing a light bulb can significantly mitigate the threat.
“可持续能源是实现联合国千年发展目标的一个基础前提;中国欲达到小康目标,绿色能源亦非常关键,” 联合国开发计划署副国别主任森本秋绘在研讨会上说,“逐步淘汰白炽灯不仅仅是一种可能,而是正在全球范围内进行的一项活动,并且在中国正在大规模展开。” "Sustainable energy is fundamentally a pre-requisite to achieving the UN Millennium Development Goals, and for China, green energy is central to achieving its Xiaokang Goals (moderate prosperity)," said Silvia Morimoto, deputy country director of UNDP China during the event. "Phasing out of inefficient lighting is not only possible; it is happening, all over the world, and on a grand scale right here in China."
作为“中国逐步淘汰白炽灯、加快推广节能灯项目”的一部分,此次研讨会由联合国开发计划署和国家发展与改革委员会共同举办,旨在让参加者了解并交流中国在第一年项目执行中的经验。 As part of the project Phasing-out of Incandescent Lamps & Energy Saving Lamps Promotion (PILESLAMP), the workshop was held jointly by United Nations Development Programme (UNDP) and the National Development and Reform Commission (NDRC) for participants to learn from China's experience in implementing PILESLAMP over its first year.
研讨会上,有关人员介绍了项目开展以来的主要成就,包括淘汰白炽灯的路线图和推广节能灯计划的制定,以及在偏远地区开展的送节能灯活动。例如,在此项目支持下,甘肃定西在2009年12月获赠10万只节能灯。 Among the many accomplishments of PILELAMP that were reported at the workshop were extensive progress in developing a roadmap for IL phase-out and a plan for expanded ESL promotion, as well as donation of the energy efficient bulbs in the remote rural areas. For example, thanks to the support of the project, 100,000 energy saving lamps were donated to Dingxi City, Gansu Province in December 2009.

As UN Secretary-General Ban Ki-moon said at signing ceremony of the Green Lighting project in July 2009: "By changing a light bulb, and changing our mindset, we can change the world."
关于绿色照明项目 About the Green Lights Programme
“中国逐步淘汰白炽灯、加快推广节能灯项目”是一个为期三年的项目。在8400万美元的项目资金中,1400万来自于全球环境基金,1890万来自于政府,3200万来自于私营部门,60万来自于其他资助,剩余1850万来自于实物配套。这个全国范围的大型项目由国家发展与改革委员会以及联合国开发计划署共同执行,旨在每年减少大约440万公吨由于使用白炽灯而产生的碳排放。项目策略包括推广节能灯,并且推动整个中国照明市场的改变,使之朝高效能源的照明产品方向迈进,并带动相关技术与实践。 PILESLAMP is a three-year, US$84-million programme: US$14 million is funded by the Global Environment Facility (GEF), US$18.9 million funded by the Chinese Government, and the remaining fund derives from other sources including the private sector, in-kind contributions and others. An ambitious nationwide programme implemented by the NDRC and UNDP, the programme is designed to reduce carbon emissions from the use of inefficient incandescent lamps (ILs) by an estimated 4.4 million metric tons per year. It will do this by promoting the utilization of energy saving lamps (ESLs) through the transformation of the Chinese lighting market towards more energy efficient lighting products, technologies, and practices.
在改变照明市场与提高灯泡质量之外,此项目同时旨在教育公众使用高能效灯泡的必要性,以及解决如何妥善处置废弃物的问题。 Apart from conversion of the lighting industry and improve quality of light bulbs, the programme also aims to educate the public on the need to use energy efficient lighting and solve the problem of how to dispose of waste products.
“中国逐步淘汰白炽灯、加快推广节能灯项目”在推动可持续发展社会的背景下展开。中国在2009年于可再生能源领域的投资达到360亿美元,而截至2009年年底,单位GDP的能源消耗与2005年相比降低了14%。联合国开发计划署对中国低碳转型的支持,不仅仅体现在绿色照明项目,更通过其他环境与能源相关项目展开,总金额已达6亿8300万美元。

PILESLAMP is being implemented in the context of a broader effort towards sustainability. China's renewable energy investments in year 2009 amounted to US$ 36 billion, and by the end of last year, energy consumption per unit of GDP had decreased over 14% as compared with the year 2005. UNDP is supporting China's low-carbon transition, not only through PILESLAMP, but also through its portfolio in China, which includes over US$ 683 million for energy and environment related matters.
