Safety and cooperation essential for Internet development

One theme of the recent World Internet Conference held in Wuzhen, China covered "cyberspace security" and "international cooperation," and these are important challenges brought about by the rapid development of network technologies. Technology never has any morality and cyber-technology is no different. It is like a two-edged sword: If you want to turn the Internet into a goldmine and make full use of advantages offered by advanced technology, you also face the need to prevent this selfsame Internet from becoming a Pandora's box threatening national security and users' interests and rights.

Cyberspace security is a multi-layered concept that includes national network information and national defense network security, as well as the information security of enterprise and personal data. The Internet itself is a domain without clear national borders. This openness is an essential attraction of the Internet, so multi-level cyberspace security has to be based on multi-party collaboration among many countries.

Only through active and effective international cooperation can we have a peaceful, safe, open and collaborative cyberspace and can a multilateral, democratic and transparent international Internet management system be established.

The openness of Internet means information exchanges without geographical and time restrictions. But it doesn't mean it has the same openness in regard to a nation's sovereignty. The Internet is not a No Man's Land where anything goes. A country's sovereignty and national information safety are essential elements in all Internet exchanges and communications. Due to the different national conditions and the network development phase reached by each nation, technological resources will differ. But this doesn't mean that countries with certain advantages in this regard can attack others through the Internet.

The Wuzhen summit's "multilateral, democratic and transparent" organizing concept provided new ideas on cyber-enterprises using network technologies. The Internet should not be used to resurrect Cold War thinking, and no country or Internet company can be allowed to adopt isolative, repressive and forcible approaches against another.

Only with mutual respect, trust and openness can we reach a consensus so that the Internet benefits all the people of the world and allows us to move ahead to a prosperous future together. The Wuzhen summit created such a platform to strengthen mutual trust and cooperation.

China is a frequent victim of cyber attacks, from official website of governments to information platforms, from national defense equipment to civilian networks. They face attack by other countries thousands of times every year. This makes the Chinese government and Chinese people see the bad and ugly side of the Internet, so that China cherishes Internet safety and peace above all.
