Wang Zhengwei: to build gold bank of Yellow River

Wang Zhengwei, Chairman of the People's Government of Ningxia Hui Autonomous Region, was recently interviewed by China Central Television (CCTV) for its program "Interview with China's Ministers and Provincial Governors'.
Wang Zhengwei: It is not the problem of hesitation. We will not even examine them. If projects which have been completed cannot reach the standard, they must be refurbished or eliminated.

Reporter: You may face to the embarrassing situation. Some enterprises causing high energy consumption and pollution are hindered in eastern part of China or regions developing earlier. Then, they would turn to inland area.

Wang Zhengwei: Yes, some counties are willing to approve these enterprises. However, we are increasing efforts on energy conservation and pollution reduction. So, we will inspect and develop the standard.

Reporter: Were some enterprises overlooked at first but eventually found out?

Wang Zhengwei: More than 100 enterprises have not reached the standard. Some should convert to other production lines. If not converting, they will be closed.

Commentary: The area of south-central Ningxia accounts for nearly the half of whole Ningxia. Its population reaches 57% of total population of Ningxia. Surrounded by Tengger Desert, Mu Us Desert and Wulanbuhe Desert, it is one of regions under most serious threat of desertification in China. The shortage of water is the difficulty encountered in Ningxia's development. The per-capita consumption of water in Ningxia is only one-third of that in the whole country. The water resource distribution is a major task faced by Ningxia.

Wang Zhengwei: The annual diversion of 4-billion-cubic-meter water from the Yellow River to Ningxia formerly used to irrigate farming. Afterwards, we adjusted our thinking from the point of view of economic performance. The area of rice fields is reduced. The conserved water is used for industry.

However, the south-central area of Ningxia is hit by drought nine years out of 10. So, only water conservation is not enough. Ecological migration and development concepts should be adjusted.

Commentary: From ancient times, the Yellow River irrigates and fertilizes the land of Ningxia. In the June of last year, in the document of central government - 'Several proposals for further implementing the strategy of west China development', to build economic zones along the Yellow River in Ningxia and to promote development of urban areas along the river are clearly identified. That means the provincial strategy of building economic zones along the Yellow River is upgraded to national level.

Reporter: The area along the river is always the richest in Ningxia. You mention your plan to build a gold bank along the Yellow River. What will make it different?

Wang Zhengwei: In the past, the agriculture of the area along the river was much more advanced. However, the river not only benefits agriculture, but also industry, city construction, tourism and culture. To build economic zone along the river should consider Ningxia as a large city, should consider the river as the inland waterway of 10 cities in Ningxia.
