Ningxia plans to supply 250,000 low-income housing units for 750,000 urban families during the 12th Five-Year period (2011-2016). Under the plan, 25 percent of the region’s urban population will be able to receive low-cost housing by 2016.

This year, the province will complete construction of 91,000 new low-income housing units, among which 48,700 units will be designated as indemnificatory. This represents a 45 percent rise in low-income units compared to last year. 36 percent of the indemnificatory units planned during the five-year planning period will be constructed this year.

Meanwhile, the provincial government has lowered barriers for residents to apply for low-cost housing, which means more families will be covered under the system.
