The local government of Yinchuan, capital of Ningxia Hui Autonomous Region, plans to adopt a series of measures to improve the social security of its residents, especially for that of those in need.

Starting from May 1, the basic pension for 285,000 urban and rural residents of Yinchuan will be increased from 70 to 85 yuan (US$11.1-13.48) per person per month. Those who have lost working capability, are without any resources of income or do not have relatives to depend on, will be cared for by the government. Welfare organizations will be in charge of the living conditions of psychiatric patients.

In addition, the 29,000 lowest income residents are expected to get 300–800 yuan (US$47.56-126.83) heating allowances per year. Once their children go to college, each year, a subsidy of 2,000-6,000 yuan (US$317.08-951.23) will be granted to each person. The 11,000 residents with severe disabilities will get an additional allowance of 200-400 yuan (US$31.71-63.43) every month.
