On August 26, the Yinchuan City Bureau of Public Works organized the Yinchuan City Development and Reform Commission, the Public Security Bureau, Construction Bureau and another 23 units, to give their opinions on “The Mission Statement of Creating a National Smart City.” In the "Mission Statement," a total of 12 key projects were introduced.

In August of this year, Yinchuan City was named "National Pilot Smart City" by the State Ministry of Housing and Urban-Rural Development. As requested, the pilot cities should sign the “Mission Statement” with the ministry.

Yinchuan City plans to advance the construction and development of a “smart city” within three to five years. After that, the relevant departments will organize an evaluation of the construction work across pilot cities and give their proper assessment.

The "Mission statement" puts forward that the city shall turn itself into a “smart city” with the comprehensive utilization of city’s preliminary information resources, public and government information resources at the core, by the end of 2016. The capacity of infrastructures such as the Internet, cloud computing and the next generation of Internet is set to improve significantly; a number of intelligent application systems with obvious efficiency and intelligence will be established around the city's integrated data centers (including its cloud computing center), command centers, urban public infrastructure databases and public information platforms.
