II. Pressing forward Development inFour Fields in Ningxia

2015 is a crucial year to deepen reform in an all-round way, the first year to advance the rule of law and the last year to accomplish the 12th Five-year Program. The world economic recovery is circuitous. The Chinese enters a state of new normal, shifting the growth speed, development mode and impetus. Under the new normal, the state lowers the expected economic growth rate practically and lays more emphasis on quality and efficiency, making more space for local economic shift and upgrading. The optimization of national development layout, the strategy to develop western regions and the intensive infrastructure construction in middle and western China all facilitate Ningxia’s connection with other regions and its participation in the national market. The construction of “One Belt and One Road” and the establishment of the Ningxia Inland Opening-up Economic Pilot Zone will promote the opening-up of Ningxia towards the Arab States and rest of the world. The State lays more emphasis on fostering new growth poles. New commercial activities, technologies, businesses and modes are burgeoning. All the provinces across the whole nation share the same opportunities and those who strike first prevail. The national policies to support development of minority concentrated regions, such as coordinated cooperation with developed provinces and added financial investment, will boost Ningxia development more rapidly. We have more than enough reasons to be confident in thel Chinese economy, the current important period of strategic opportunity and late-development advantages. If we could form a correct understanding about it and adapt to it proactively, we will seize the opportunities and make more remarkable achievements.

The overall requirements for our regional government's work this year are as follows: working hard to implement the guidelines of the Eighteenth National Party Congress, the Third and Furth Plenary Sessions of the Eighteenth CPC Central Committee and the Central Economic Working Conference; implement the guiding principles of General Secretary Xi Jinping's important speeches; carry out the guidelines of the Fourth and Fifth Sessions of the Eleventh CPC Ningxia Autonomous Regional Committee; adhere to the general work guideline of making progress while maintaining stability; adapt to the economic development of new normal and laid more emphasis on quality and efficiency; press ahead reform and opening-up; step up industrial upgrading and promote key projects construction; ensure and improve people’s welling; stick to scientific development, innovation and rule of law to promote sound and stable social advancement; and achieve more in building an open, prosperous, beautiful and harmonious Ningxia.

The following are the main targets we are to accomplish in2015: Increase the GDP by 8%, keep the rise in fixed asset investment at 15% more, increase the local government budgetary revenue by 8%, keep the CPI growth rate at about 3%, increase the total retail sales of consumer goods by 10%, improve the per capita disposable incomes of urban and rural residents by 9% and 10% respectively.

Our main restrictive indexesare as the follows: Keep the registered urban unemployment rate below 4.5%, make the natural population growth rate below 9% and meet the State requirements on energy consumption per 10,000 yuan GDP and the emissions of carbon dioxide, sulfur dioxide, chemical oxygen demand, ammonia nitrogen and nitrogen oxide.

Fellow deputies, to set these targets, we take into consideration all the international and domestic situations, advantages and disadvantages, and the practical demand to ensure the presence of a well-off society in Ningxia by 2020. We should set up our minds to overcome difficulties and focus on key issues so as to maintain a steady growth rate. At the same time, we need to break shackles and foster new growth points. Reform and innovation should be conducted to establish new mechanisms and resolve long-existing problems. Enterprises need to advance innovation on their own. The industry-based technological innovation and market-oriented product innovation should be promoted. The reform and innovation is the powerful engine to boost development. We should shoulder our responsibilities, fulfill our duties and actively participate in the economic and social construction. We should stick to the principle of “people first,” resolve problems for them in a down-to-earth way and let them get benefits. We need to implement law-based administration, streamline administration and delegate more power to low-level governments and make more practical efforts to achieve more remarkable accomplishments.
