Deputies to the Ningxia delegation proactively made suggestions on Ningxia and western China’s development when they held panel discussions during the third session of the 12th National People’s Congress in Beijing this March.

Under the new normal state, we should enhance opening-up and step up infrastructure construction in western China, said Zhang Bawu, an NPC deputy and the director of Ningxia Commission of Development and Reform. An overall plan of the opening-up landscape in western region should be drawn up and new advantages should be fostered in western provinces so as to press ahead the construction of Silk Road Economic Belt, he added.

We should have a clear understanding and proactively adapt to the new normal taking into consideration that Ningxia is a less developed region, said Bai Shangcheng, an NPC deputy and mayor of Wuzhong. We should lay equal emphasis on speed and quality of GDP as they are interdependent with each other, he added.

With regard to the assessment of product quality and industrial restructuring, we should take the improvement of people’s livelihood as the essential criterion, said Wang Heshan, an NPC deputy and vice-president of Ningxia Hui Autonomous Region. It will also greatly improve the quality of economic development, he added.

Policy support is needed to break the bottleneck of foreign financial capital’s inflow into Ningxia, said Ma Ruiwen, an NPC deputy and member of standing committee of the National People’s Congress. With the natural bond between Ningxia and Arab States and the platform of China-Arab States Expo, the opening-up level will be greatly improved in the future, he added.
