Ningxia delegates project approval power

Shizuishan Municipal Environmental Protection Bureau did a technical review on the environmental impact statement of the section from the Taixi town to the boundary between Ningxia and Inner Mongolia of Provincial Road 301(A highway of Class-II standard) several days ago.

It is the first time for the environmental protection bureau of a prefecture-level city to do a review on an environmental impact statement of a highway. Now the review is being done orderly.

According to the newly-published regulations of examination and approval at different levels of environmental impact statement of construction projects in Ningxia, the management of the review of the environmental impact of projects at different levels and of different categories has been enhanced.

While taking the responsibility of examination and approval delegated by the central government, Ningxia also delegate some power to the environmental branches of local cities and counties. Among all the projects, the high-risk ones, such as fossil-fuel power stations, heat power stations, iron and steel smelting, nonferrous metals melting and constructions of national highways etc., are to be reviewed by the regional environment department. Those which will have apparent impact on the environmental are to be reviewed by the environmental protection bureau of prefecture-level cities. Transportation construction projects are to be reviewed by the local cities or counties.
