Welcome to the second press conference of the Press Center for the Events Commemorating the 80th Anniversary of the Victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. Today we are very pleased to have invited Mr. Ma Zhaoxu, vice minister of foreign affairs. He will brief you on pursuing peaceful development and promoting a community with a shared future for humanity, and answer your questions.

Now, I will give the floor to Mr. Ma for his introduction.

Ms. Shou, friends from the media, good morning. I am very pleased to attend today's press conference to brief you on China's pursuit of peaceful development and a community with a shared future for humanity.

The great victory of the Chinese People's War of Resistance Against Japanese Aggression marked a historical turning point for the Chinese nation from deep crisis in modern times toward great rejuvenation, and had a significant and far-reaching impact on the victory of the global anti-fascist struggle and the noble cause of world peace. Since the founding of the People's Republic of China, the country has remained committed to an independent foreign policy of peace, put forward the Five Principles of Peaceful Coexistence, and advocated and promoted multipolarity and greater democracy in international relations, making important contributions to world peace and development.

In the new era, changes unseen in a century accelerate across the world, multiple risks interweave, and the deficits in peace, development, security and governance are growing, bringing human society to a critical crossroads once again. Standing at an elevated historical perspective and keeping in mind the shared interests of the Chinese people and people around the world, President Xi Jinping has accurately grasped the overarching trend and evolution of human society with the broad strategic vision, exceptional political wisdom and profound global vision of a leader of a large party and country, and proposed the significant vision of building a community with a shared future for humanity with foresight, providing answers to the fundamental question of the world, of history and of the times about where humanity is headed, charting a course for world peace and development at a historical turning point, and fostering a strong consensus for the common progress of humanity.

President Xi Jinping pointed out that humanity lives in a community with a shared future where we rise and fall together. Countries are not riding separately in some 190 small boats, but are rather all in a giant ship on which our shared destiny hinges. Small boats may not survive a storm, but a giant ship is strong enough to brave a storm. A community with a shared future for humanity means that all peoples and all countries — our journeys ahead being interconnected — must stand together in adversity and through thick and thin, navigating toward greater harmony on this planet that we call home, and turning people's longing for a better life into reality.

In 2013, at the Moscow State Institute of International Relations, President Xi Jinping noted for the first time that humanity has increasingly emerged as a community of shared future in which everyone has in themselves a little bit of others. In 2015, during the General Debate of the 70th Session of the United Nations General Assembly, he put forward a five-point proposal for building a community with a shared future for humanity. In 2017, in his speech at the United Nations Office at Geneva, put forward the goal of building an open, inclusive, clean and beautiful world of lasting peace, universal security and shared prosperity.

At the Central Conference on Work Relating to Foreign Affairs held in December 2023, President Xi Jinping delivered an important speech, defining the pillars of building a community with a shared future for humanity as a scientific system: The goal is to build an open, inclusive, clean and beautiful world of lasting peace, universal security and shared prosperity; the pathway is promoting global governance that features extensive consultation and joint contribution for shared benefit; the guiding principle is to apply the common values of humanity; the basic underpinning lies in building a new type of international relations; the strategic guidance comes from the implementation of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative; and the platform for action is high-quality Belt and Road cooperation. On this basis, we seek to bring countries together to meet challenges and achieve prosperity for all.

The initiative of building a community with a shared future for humanity inherits and carries forward the diplomatic philosophy, strategic thinking and fine traditions established since the founding of the People's Republic of China. It has been continuously enriched and developed through the remarkable practice of major-country diplomacy with Chinese characteristics. The concept originates from a rational framework for interstate relations, reflects the broad consensus and shared aspirations of the international community, and demonstrates China's sense of responsibility and commitment as a major country. It introduces novel ideas for international relations, offers innovative insights for global governance, establishes new frameworks for international exchanges, and presents a vision for a better world. It transcends the "small circle" rules of bloc politics, the hegemonic logic of "might makes right," and the so-called "universal values" promoted by certain Western countries. This creates the broadest basis for building a better world together.

Through the joint efforts of all parties, building a community with a shared future for humanity has evolved from a Chinese initiative into an international consensus. It has transformed from an inspiring vision into concrete practices and developed from a conceptual proposition into a scientific framework. It has achieved a historic leap from bilateral to multilateral, from regional to global, from development to security, and from cooperation to governance, producing comprehensive and pioneering outcomes.

The international community widely believes that the vision of building a community with a shared future for humanity transcends narrow self-interest and protectionism, challenges the hegemonic mindset of countries pursuing supremacy, and reflects China's distinctive perspective on the trajectory of human development. It holds great significance for promoting solidarity and cooperation among all countries and creating a better future for humanity. Many international figures have stated that the concept of a community with a shared future for humanity represents the voice of the international community and brings peace, development and hope to the world. U.N. Secretary-General Antonio Guterres said that the purpose of practicing multilateralism is to build a community with a shared future for humanity. The major concept of building a community with a shared future for humanity has been included in multiple U.N. General Assembly resolutions, has appeared in Shanghai Cooperation Organization (SCO) summit declarations for eight consecutive years, and has been referenced eight times in BRICS leaders' meeting declarations. Its core essence has been incorporated into the U.N. "The Pact for the Future," making it an international public good of great significance in today's world.

President Xi Jinping pointed out that dreams and wishes may be far, but they can be fulfilled with dedicated pursuit. Building a community with a shared future for humanity is a goal that requires one generation after another to carry the torch forward. China is willing to work with all countries around the world to uphold the concept of a shared future, draw wisdom from history, demonstrate responsibility in the current era, work together in solidarity, and make unremitting efforts toward the noble goal of building a community with a shared future for humanity.
