2. Grand gala events
All through years, some local government organize grand performance gala to promote themselves and their supposed political achievements. Local leaders love to sit in front of audiences and give speeches from the stage. Some have even "performed" as well.
"The local show galas have great 'flexibility,' and some government departments are happy to pay the bill," an executive for a Hebei performing and marketing company said. In 2013, the top central authorities forbade lavish festivals and galas.
"The section involved millions of yuan in performing fees, but the money channel is never transparent," an insider from a Chongqing stage marketing company said. The box office revenue is also a big item, but many free tickets are passed around. "There is a plenty of space for corruption and the people in this circle know it well."
3. Satellite TV shows on local channels
The general public may not be familiar with this area, but there are "hidden rules."
The satellite TV station can send signals to ground receivers; or to telecom service providers; or send them to the local cable networks service providers in order to reach the audience.
The satellite TV channels have to negotiated a price with local cable operators to ensure the show is broadcast in local areas.
Currently, the price negotiation process is not transparent, and there is no standard for various local service providers. There are big opportunities for kickbacks and corruption involving thousands to millions of yuan during the negotiation process.
