In October, the Development Research Center of the State Council published the "383" Think Tank Reform Plan, ahead of the Third Plenary Session of the 18th CPC National Congress.

In the same month, the Institute for International and Strategic Studies was established at Peking University. The think tank broke from its department and became an independent organization.

Former member of the State Council Dai Bingguo gives a speech at the opening ceremony of the 'Peking University Institute for International and Strategic Studies' on Oct. 23.

In November, the 2013 CCTV Think Tanks Forum opened, an experiment by China's mainstream media in developing their own think tanks.

Editor in Chief of China Central Television (CCTV) Luo Ming makes a speech at the CCTV Think Tanks Forum on Nov. 5. The forum also released viewership and coverage statistics, program satisfaction reports and network television reports.
