4. Total relaxation of family planning: no timetable

"China is a populous country with scant resources on a per-capita basis, so family planning as a basic national policy is set to continue," said Li Bin, minister of National Health and Family Planning Commission (NHFPC), the equivalent of the ministry of health, on March 8 at an NPC press conference.
"Regarding when we will totally relax the policy, my answer this year is the same as it was in the year before last: There is no such a timetable," Li said, adding that family planning as a basic national policy will be upheld and that the country's birth policy will evolve based on demographic changes throughout future stages of development.
Regarding the allowance of a second child in every family, Li said, quoting statistics, that more than 90 million couples nationwide are eligible for this policy. This change in policy will increase both the working-age population -- by approximately 30 million by 2050 -- and the proportion of elderly people in China's demographic structure, making it more balanced.
