9. Quality and safety of agricultural products: zero tolerance, 100 percent effort

"As for the quality and safety of agricultural products, we as the agricultural authority have been clear about our attitude: although we cannot guarantee zero occurrences of quality and safety problems, we stick to a zero tolerance policy regarding them; for every one percent of a problem, we will put in 100 percent of our effort to solve it," said Han Changfu, the agricultural minister, on March 7 at a press conference.

Han attributed the rising quality and safety of agricultural products to the top-down efforts addressing the issue; but at the same time he cautioned that given China's large population base of 1.3 billion, even a tiny problem will result in considerable damage. Therefore, ensuring agricultural products' quality and safety is an important undertaking, as per the goal of the 13th Five-Year Plan.
