Member list of the Delegates' Qualification Review Committee

A total of 22 members comprise the Delegates' Qualification Review Committee for the 17th National Congress of the Communist Party of China (CPC). They include:

Director: Wu Guanzheng

Deputy Director: He Guoqiang, Li Jinai

Committee members: (in the order of the strokes of their surnames)
Ma Wen(f.), Wang Jianzhou, Ismail Tiliwaldi (Uygur), Legqog (Tibetan),  Liu Zhenqi,  Sun Chunlan (f.),   Sun Xiaoqun, Du Qinglin, Li Jianguo, Li Rongrong, Yang Yanyin (f.), Shen Yueyue (f.)   Zhang Yunchuan, Chen Xi, Hu Chunhua, Qian Yunlu, Tie Ying, Xu Guangchun, and Huang Qingyi (f.).

Delegates' qualification review

Delegates' qualification for the Party congress is identified in the light of procedures and requirements. The examination focuses on whether the election of the delegates accords with the Party Constitution and relative procedures and whether the delegates meet prescribed qualifications. The right to review delegates' qualification belongs to the Party's congresses.

The Regulations of the Election of CPC Local Organizations stipulate: "Party committees at various levels are responsible for the preliminary examination concerning the election and qualification of delegates before Party's congresses. The Delegates' Qualification Review Committee set up by the Party congresses should forward a review report after hearing preliminary examination reports from Party committees. Candidates approved by Party congresses or presidiums of Party congresses are qualified to become full members."

All the full members of the CPC, except the members being placed on probation within the Party, have the right to be elected as members of the Party's organizations at various levels (Party standing is required for the members and alternate members of the local and central committees). All the Party members who are qualified for the Party's congresses can be elected as delegates.

According to the report of the Delegates' Qualification Review Committee, one delegate to the on-going Party congress was disqualified for serious violation of discipline.

Three of the 2,217 elected delegates died of illness later. So the actual number of delegates attending the congress now is 2,213. They represent more than 70 million CPC members.
