Zeng Calls to Improve City Planning and Land Usage

Chinese Vice-Premier Zeng Peiyan has called for using the "scientific concept of development" to further improve city planning and land usage.
Zeng, who is also a member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark during his inspection in northwest China's Shaanxi Province from Jan. 27 to Jan. 29.
Zeng said, China has been remapping city planning and land use in recent years. The macro-control measures, adopted last year, have curbed the rapid increase in the fixed assets investment.
But, Zeng reminded, there are some places that expand urban development and occupy large areas of land in the name of adjusting city programming. Others set forth unrealistic development goals, beyond what the city can afford or requires a huge amount of manpower to construct.
To do a good job in city planning, Zeng noted, efforts are needed to handle well the relationship between demand and possibility, city and country, construction and life and development and protection. He underscored that the use of land for construction should be strictly controlled.
Zeng investigated urban construction in Xi'an, the provincial capital, and the city of Baoji during his stay in Shaanxi Province.
