China to Complete Bribery Information System

According to unified arrangement and requirement of the Supreme People's Procuratorate, procuratorial authorities will complete the inquiring system for bribery crime information covering construction, finance, education, medical and sanitation system and governmental purchasing departments before the end of this year. The system will begin to handle inquiry from the public on January 1, 2006.

It was learned from the working conference on establishing the bribery crime information inquiring system held by the Supreme People's Procuratorate yesterday that the records in the inquiring system involve cases of individual, corporate and intermediary bribery crimes occurred in construction, finance, medical and sanitation, and governmental purchasing departments and adjudicated as guilty since 1997.

Procuratorial authorities will not intervene or participate in punishing those individuals or units recorded in the bribery information inquiring system. In other words, procuratorial authorities will be responsible for inquiry and provide actual inquiring results. Those units who apply to inquire in the system will handle the punishment and feed back to procuratorial authorities.

The Supreme People's Procuratorate requires that from the present through the year end, all provincial people's procuratorates should constitute implementation schemes for their own regions in accordance with the Supreme People's Procuratorate's "administrative regulations on carrying out bribery information inquiring work (provisional)", actively utilize the bribery information inquiring system which the prevention division of the Supreme People's Procuratorate organized to develop. They should computerize entry, storage and inquiry of bribery information. Moreover, based on setting up inquiring systems in various provincial people's procuratorates, a nationwide networking should be implemented in order to establish a national unified bribery information inquiring system.
