Audit Uncovers Litany of Abuses

Budget abuses and mismanagement were unearthed in 10 cases involving government departments, schools and infrastructure projects examined by Shenzhen auditors, who submitted a report to Shenzhen's lawmaking body recently.

Auditors found that the inappropriate use of funds, heavy losses in some projects and the illegal use of public resources were rife in the 10 cases last year.

Some 1.56 million yuan (US$192,000) was misused by the company supervising the construction of the women's and children's building in Futian.

The management of the city's juvenile activities center was poor. It was making money by charging entrance fees to juveniles using some of its public facilities.

The city's procurement department adjusted its plans 454 times in a year, failing to proceed according to the plan publicized at the beginning of 2004, the report said.

Shenzhen University and eight schools were also among the 10.
