Rule of law is an essential task for China (Part II)

China.org.cn: When the Fourth Plenary Session of the 18th CPC Central Committee closes, or in the more distant future, what will be the greatest challenge for China in promoting the process of the rule of law, and how will the CPC deal with it?

Dong Yawei: The greatest challenge for China will be modernizing the country. The transformation of Chinese society is currently a very complicated and profound process.

Ruling by law is not only a peaceful governing strategy, but also a new way of thinking, a new cultural perspective, a new mode of governance, and a new development road for the country's politics.

Firstly, as a Marxist ruling party, the CPC should follow the trend of historical development and guide the country's development with advanced culture and values, and realize that the rule of law is an advanced stage in the political civilization of human society. In order to achieve it, the Party should transform its thinking patterns, maintain the advanced nature of its members, and administer the country with rule of law thinking, in accordance with the demands of the socialist market economy.

Secondly, for the CPC, ruling by law is a new type of governing strategy and style, for which there is no precedent. No socialist party in history has guided its country's development and governed the state by law. It is a totally new challenge for the Communist Party of China.

Thirdly, a greater challenge for the Party is to make sure the rule of law is accepted into the social consciousness. We should establish the value in line with the socialist market economy, and include the idea of "ruling by law" in the socialist core values. The Party should also guide the development of society through advanced culture and values, and introduce "rule of law" into the national education system. In addition, the Party has to maintain a harmonious relationship between its members and the public through an all-round and thorough communication mechanism.

Fourthly, to build a state under the rule of law requires a legal environment and a fair and orderly society. We could never govern a country by law if there is serious corruption in society and a large income disparity between the rich and the poor.
