China Must Help Migrant Population, Combat Juvenile Delinquency

Senior Chinese leader Luo Gan said Tuesday that more attention should be given to the administration of the migrant population and to preventing juvenile delinquency in order to maintain social stability.

"Party (Communist Part of China, or CPC) and government organizations should place the two matters high on their agenda and look for concrete achievements," said Luo, a member of the Standing Committee of the Political Bureau of the CPC Central Committee.

Luo, who heads a central committee on maintaining social order, said at a plenary session of the committee that while performing administrative duties, relevant departments should also provide high-quality services to the migrant population and and protect their legitimate rights and interests.

The construction of CPC and Communist Youth League organizations among the migrant population should be strengthened, he said.

Feelings of loneliness, estrangement and emptiness beset the migrant population, mainly rural laborers doing job in cities. Such circumstances tend to breed problems.

What's more, some of them are not fairly treated by their bosses. In the past, migrant laborers often had difficulty getting paid on time and in full.

Luo said that family, school and societal resources should be pooled to combat juvenile delinquency.

He said more attention should be given to jobless youth and children that no longer have parents to look after them. More shelter centers for migrant children should be established quickly.

He also called for a heavier crackdown on illegal and pornographic materials, cleaning up the environment in and around schools and fostering a sound cultural environment for youngsters.
