7. Recognize the role and contributions of the United Nations as well as the contributions of the Global Initiative to Combat Nuclear Terrorism and the G8-led Global Partnership Against the Spread of Weapons and Materials of Mass Destruction with their respective mandates and memberships; 7. 认识到联合国的角色和贡献,以及《打击核恐怖主义全球倡议》(GICNT)和《G8 全球防范大规模毁灭性武器和材料扩散合作》在各自使命范围内和成员国内的贡献;
8. Acknowledge the need for capacity building for nuclear security and cooperation at bilateral, regional and multilateral levels for the promotion of nuclear security culture through technology development, human resource development, education and training; and stress the importance of optimizing international cooperation and coordination of assistance; 8. 承认有必要为核安全和展开双边、区域和多边合作进行能力建设,以通过技术开发、人力资源发展、教育和培训促进核安全文化;强调完善国际合作和协调援助的重要性;
9. Recognize the need for cooperation among States to effectively prevent and respond to incidents of illicit nuclear trafficking; and agree to share, subject to respective national laws and procedures, information and expertise through bilateral and multilateral mechanisms in relevant areas such as nuclear detection, forensics, law enforcement and the development of new technologies; 9. 认识到各国间展开合作的必要性,以便有效防范和应对非法贩运核武器事件;同意在遵守有关国家法律和程序的基础上,通过核侦测、核取证、执法和新技术开发等相关领域的双边和多边机制分享信息和专业知识;
10. Recognize the continuing role of nuclear industry, including the private sector, in nuclear security and will work with industry to ensure the necessary priority of physical protection, material accountancy and security culture; 10. 认识到包括民营部门在内的核工业在核安全方面继续发挥的作用,并将与业界共同努力,确保将实物保护、材料清查和安全文化作为首要议程;
11. Support the implementation of strong nuclear security practices that will not infringe upon the rights of States to develop and utilize nuclear energy for peaceful purposes and technology and will facilitate international cooperation in the field of nuclear security; and 11. 以不侵犯各国为和平与科技目的发展和利用核能的权利为前提,支持实施强有力的核安全规范,并为在核安全领域展开国际合作提供便利;
12. Recognize that measures contributing to nuclear material security have value in relation to the security of radioactive substances and encourage efforts to secure those materials as well. 12. 认识到保障核材料安全的措施亦可用于保障放射性物质的安全,并鼓励采取措施保障此类物质的安全。
Maintaining effective nuclear security will require continuous national efforts facilitated by international cooperation and undertaken on a voluntary basis by States. We will promote the strengthening of global nuclear security through dialogue and cooperation with all states. 为保持有效的核安全,各国必须在自愿基础上通过国际合作采取持续的国家行动。我们将与所有国家进行对话与合作,推动加强全球核安全。
Thus, we issue the Work Plan as guidance for national and international action including through cooperation within the context of relevant international fora and organizations. 为此,我们发布《工作计划》,以此作为国家和国际行动的指南,包括在相关国际论坛与组织中展开合作。
We will hold the next Nuclear Security Summit in the Republic of Korea in 2012. 我们将于2012年在大韩民国举行下一届核安全峰会。
