Sino-Russian ties have progressed greatly since last year when Chinese President Jiang Zemin and Russian President Vladimir Putin signed the Sino-Russian Good-Neighborly Treaty of Friendship and Cooperation on July 16, 2001 in Moscow, according to Zhang Deguang, ambassador of China to the Russian Federation.
